Most, if not all, jurisdictions are subject to money laundering and terrorist financing risks. Guernsey's risks are set out in the National Risk Assessment Report on Money Laundering and Terrorist Financing (the NRA) published in January 2020. A revised assessment will be published in 2023.
The NRA is the most comprehensive assessment of financial risk undertaken by Guernsey's relevant authorities and complies with international standards (FATF Recommendation 1). The document sets out the Bailiwick's greatest money laundering (and terrorist financing) risks by sector and products and helps improve understanding of the financial risks faced by the island. This provides the basis upon which relevant authorities and industry can apply a risk based approach and take action to mitigate the threats. The EFCB's policy and operational approach is entirely risk-based and predicated on the NRA, other strategic and tactical financial assessments and intelligence assessments to ensure known and emerging financial risks and threats are fully considered.
