The Director
The Office of the Director of the Economic & Financial Crime Bureau is currently held by Phillip Hunkin who was appointed by the Committee for Home Affairs in 2024. As well as leading the EFCB, the Director has strategic responsibility for ensuring the Bailiwick has an effective enforcement response to tackle its financial risks and to maintain (and provide strategic leadership to) Guernsey's Financial Intelligence Unit (FIU) though the latter is operationally independent of the Director.
Operations
The EFCB's operational structure is headed by the Deputy Director (Head of Operations), supported by two Deputy Heads with respective responsibility for criminal and civil investigations. The Bureau's operational staff consists of teams of financial investigators and complex case specialists (for criminal and civil investigations), lawyers and disclosure officers that work together to achieve a common purpose.
Business Administration
The EFCB's corporate functions are headed by the Head of Business Administration, supported by a Business Manager who holds responsibility for the Corporate Development and Exhibit Custodian teams. The team is supported by a Project Delivery Manager who is jointly appointed by the Committee for Home Affairs.
