Partnerships

The transnational trading of goods and services and technological advances in communications and banking has changed the way business is conducted across the globe. Unfortunately these benefits are also exploited by criminals and the investigation of money laundering and other financial crimes have become increasingly transnational, complex and bring many challenges when gathering evidence and tracing money flows across multiple jurisdictions. Competent authorities charged with the investigation of crime cannot work in isolation and the need for cooperation and collaboration with domestic and international partners has never been more important.

We work with our key partners such as the Law Officers of the Crown, Guernsey Financial Intelligence Unit, Bailiwick Law Enforcement, Guernsey Registry, Guernsey Financial Services Commission, Alderney Gambling Control Commission and the Revenue Service, as well as our partners around the world. Internationally, we continue to build and develop strong ties with law enforcement and criminal justice authorities and we share information and intelligence on a police to police basis to help ensure we attain the greatest impact against criminal uncivil conduct and organised criminal groups. 

H.M. Procureur (analogous to the role of Attorney General) is the central authority for providing mutual legal assistance (MLA). This is a form of cooperation between different countries for the purpose of collecting and exchanging evidence to support criminal and civil proceedings in another jurisdiction including the confiscation and forfeiture of foreign assets derived from criminal and civil conduct. It is generally used for obtaining materials that cannot be obtained on a police to police cooperation basis and particularly where enquiries require the use of coercive powers. 

The EFCB acts as an agent for the Law Officers of the Crown (for economic and financial crime related MLA requests) and will conduct enquiries and obtain materials for onward transmission to the requesting State via the Law Officers of the Crown.  Further details may be found on the website for the Law Officers of the Crown by clicking the related link.
